What happened to the champ shards for IP promise?

Riot said they were going to add some kind of item that could be purchased with RP or IP that would garuntee you a champ shard so that you can work your way to level 6 and 7 masteries. I haven't found it anywhere in the store yet, so I thought it would be coming with the next patch. But I don't see it in the patch notes either.

Does anybody know what happened to that concept? Riot has done a lot of stuff that I don't agree with, but I never though they would make something skill based be linked to luck in hextech crafting or paying actual cash. What's going on?

thats still being worked on atm from what i understand...wont be out prolly til next patch

ive heard its something on the pbe, i think you can convert ip to shards. that might not be true but its the right track and it is coming, but it may be more than a patch, depending on how they are actually implementing it
