Is the special reward for buying runes before 2017 a reduced refund?

I remember Riot telling us that all the runes bought after they announced runes reforged would be given a full refund and they would do something special for runes bought before the announcement. I never thought it would be that great, but I didn't think it would be worse than what you get for runes bought after the announcement. I just watched the video on preseason and what I heard shocked me. Full refunds for runes bought after but only 100 per mark/seal/glyph and 300 for quints bought before?

Please tell me I overlooked something and there's something else for runes bought before the announcement. They special reward for buying runes earlier can't just simply be a rip off, can it?

It's less of a reward and more of a "fuck you"

Theres going to be a BE only store open for a limited time soon after the refund, so people can in a sense pick their own special reward(s), from stuff like a rare skin, exclusive icons, gemstones, etc.

It doesn't seem great on the face of it, but people getting a relatively big influx of IP/BE from even the partial refund are going to have a lot more buying power than the vast majority of players who only started this season. (If they gave a full refund, the BE store's prices would just be correspondingly higher so it actually is a benefit for the refund to be smaller, although I know it doesn't feel that way.)

Yes, any runes that were bought during the season will be fully refunded and anything bought before there will be 100 (marks, seal, glyphs) and 300 (Quints)

i don't get why someone who bought runes like 4 years ago who've gotten their use out of them for the ip they spent and want a full refund :/

i mean whats the point? other than the urfwick skin if youre a veteran player there is nothing for you in the store to buy.even if youre missing some champions you can just get them from leveling up.
