Pantheon random buff idea

This idea just popped into my mind and I wanted to share it to know if it would be too broken, useless, overloading or what. Basically, he would get an additional (or a tweak to his Certain Death existing one) passive (either on his Q or E or as a second passive, like Azir's, Kalista's, Yasuos' etc...) that halved his crit. chance. The other half would increase the minimum threshold required to activate his Certain Death passive. This way he could benefit from the purchase of both Infinity Edge and Youmuu's Ghostblade, that feel attractive to Panth due to the high AD + crit. dmg amp for the former and Brutalizer path for the latter.

In my head it doesn't seem too broken since they grant 35 % c.c., which would enable Certain Death at 32,5% health. Plus building both items wouldn't be much viable: going full dmg already wrecks squishies and still makes your life miserable against tanks or minimum focus.

Youmuu's Ghostblade, though, might be bought more lightheartedly, feeling the crit.chance would be less wasted gold.
