Syndra is an immobile mage.
Syndra is about midgame power.
How do you add midgame power to an immobile mage? You give them something to fight with if they're left alone: True damage. This makes Syndra a serious lvl 9-11 threat gain, the true damage will melt tanks/supports midgame. And if you're gonna complain that this is broken, just remember: She's freaking immobile.
