Don't you hate having to type out how much time is left on your ultimate's CD, Karthus?

Karthus : Indeed. It is very bothersome to have to give up temporary control to attempt to communicate with others who may or may not be ignoring us.

Nocturne : Damnable Summoners. I deal with enough of your @#$% each day. Why should I have to ALSO tell you when my DARKNESS will be ready?

Shen : I cannot cross the map at a whim to save your life. The balance would be disrupted if that were so. And due to my need to focus on my opponent at hand, I cannot spare the time to inform you as to how soon I am able to reinforce you.

Soraka : The stars can only bless us all so often, and if I take a moment to inform you how soon they can bless us again, it may be too late. My efforts must focus on preserving the lives of those closest to me. (Literally.)

You get the picture, right? Riot, the UI could use an improvement. Typing out how soon a long-CD ultimate will be ready has proven FATAL in the past, and you can't always get voice chat. The UI elements are already available in Spectator Mode, right? How hard could it be to transfer them into regular play?

Um, it's already in the ui.

You see the 5 teammate profile pics on the left side of the screen? When the DOT is GREEN, your ultimate is ready. when it is NOT, your ultimate has been used up. It's hard to explain to people i suppose, but now you know.

That green dot is hardly good enough. Your ally might want to know how long it will be before you can use Requiem. Does that dot tell you how many seconds are left? Nope.

And does that dot tell you whether or not your ally's Heal is up? No.

Well, i don't get how this is a problem. you don't know when they can use their summoner spells or their times either, which can be as powerful as an ultimate.

You have to understand the argument against it. it's clunky. I suppose they could add it the same way jungle camps were added, when you "TAB", but that has gameplay consequences too. They added the jungle camps because the jungler has time to view the scoreboard.

However, not only are you dumbing down the game, but you're also reducing interaction. Players COMMUNICATE with each other to make plays, not look at the scoreboard. So i suppose it's 100% possible, but you need a better argument to convince me otherwise.

What sort if incredibly niche tactic are you trying to pull off that requires knowing someone's ult is up in 5 seconds but can't also wait till their ult is up in the first place?

When playing as a champion like Ashe, when a team-fight is about to start, having to say in chat "ult in 20" is sort-of stupid. It won't happen really often, but allowing allies to know it's 20 seconds or 50-ish until my R is up, without chat, would sometimes reduce non-interactive (edit: with opponents) tasks.

EDIT - Solving this perfectly seems impossible to me. Showing it next to the Death Timer's place is likely annoying, and few could give a look at the Scoreboard when this timer is actually in need.

The issue of course is that most people don't realize that the ultimate is ready with the green dot.

How could you implement ult in so and so seconds in the UI without making it look ugly, clunky, or overlooked by most players?

Oh well, I guess you could add it to the scoreboard, HOWEVER, checking the scoreboard instead of communicating is truly non-interactive.

Well, OP conveniently asks for something without any explanation of HOW to do it. He just wants it done, and thinks it's so easy. UI can make or break a game. Until you state a viable way to add this into the game, I will continue to disagree with this idea.
