The best way to fix diana
Would be to reduce the damage on her R and increase it on her Q/W instead. That way, Diana can use her R Reset to escape instead of using it on the enemy champion because of how much damage it does right now.

As much as I love Diana's kit (ex-Diana main), everything in her kit is made to dive in a teamfight (
here is on another level of diving). Thing is, here damage are so high while building full AP that it's better to just to play as an assassin, her CDs are way too high once she dives, her shield is too shitty (as you mentionned) and her E has a really high CD with only one use. Yes we can also talk about her passive, but once again, the damage are irrelevant if she doesn't build full AP
