Why can FIzz build tank now?

I've played serveral fizz tanks, my last game i had two troll who fed fizz and he fucked us up good after that, but he build full tank and did 600+ magic damage with 8 ap wtf? fix this bullshit.

So many more issues here than just Fizz building tank.

First, note that his max rank ult (which he'd have had, being level 16) does 500 damage at max range before AP is applied. Now, onto some other, more GLARING issues.

That Fizz was MONSTROUSLY fed and not even just because of two people. 6/15 Poppy, 4/19 Yasuo (You), 3/6 Lulu, 4/15 Gragas, and then the somewhat-acceptable 8/8 Riven, against a freaking 28/10 FIZZ?! He had 10k gold on EVERY SINGLE ONE OF YOU. Of course he was going to stomp.

He had 1 kill more then me after then fed him and did 600 damage pre level 6 so hes the issue.
