Now. viktor gets rylais. an item. that used to be situational on him. to basically do what he used to. and do more damage. his kit was delayed. but this whole perma slow ult ghost rylais viktor is extremelt annoying

Unique Passive: Ice (I THINK thats the name?) Damaging Spells and Effects slow affected enemy units based on their type
Single Target: 40% Slow for 1.5 seconds (unchanged from current rylais)
Area of Effect: 30% Slow for 1 second (20% would probably be fine too if 30% is still too much)
Damage Over Time: 20% for 0.5 seconds.
Theres plenty of ways to mess with the stats on rylais to make it attractive to people besides mages, the above was just an example; -30 AP, +100 HP, 100 might be too low even.
With the above, Only Cassiopeia would really be a problem (since her E is a spammable single target spell), which they could address with her alone.
