Ok, who's idea was it to give Jarvan an exhaust on a 15 second cooldown?

I mean, I main Jarvan jungle so I'm not exactly complaining but... I mean, chilling smite has the same range as my e/q combo. You realize that smiting someone makes it more or less impossible to dodge that combo right? I only need to walk up to someone and smite them and then HAVE to flash away or die. I come back 15 seconds later, rinse repeat.

I don't want to call that over powered... But that's insanely overpowered.

I only mention this because I'm sick and tired of having my Jarvan banned away from me.

JArmander isn't broken.

you realize j4 is also broken as shit because of his passive right?

Oh I realized long ago how broken Jarvan was, why do you think I main him? But every jungle change they've made has been SUPER good for his assassin type style while being utterly terrible for his tanky utility style. Now, I like murdering AD carries as much as the next guy, but come on, it's just too easy now. At least make me feel like I worked for it. Don't give me an item that lets me press a button to win.

A single hit for 10% current health as physical damage every 10-6 seconds is broken as shit?

except it isn't even close to exhaust. May as well call randuins active exhaust.

No, for Jarvan's purposes it's better than exhaust. Jarvan doesn't ever need to worry about taking damage back, because his enemy will be flung into the air and killed before they hit the ground.
