It only took about 195 minutes. It wasn't bugged out, everyone just dodged after not getting their primary role and getting stuck with secondary. I was fill every game. Finally played a game. After about 6 episodes of the walking dead on netflix.
3 of my queues took less than 2 minutes, one queue took 4 minutes because of a single dodge. I don't know why some people are getting fucked so badly. O.o
That's really weird considering the times I tried getting into a match it took less than 5 minutes to find each (• ε •)
Took me 28 minutes last night to get into one game using the "Fill" option at Gold IV MMR.
Then I got harassed by at least three team mates who obviously queued up together all game, starting with them banning my "intended champion" during champ select.

Dynamic failure.
not just the queue time....I got put up against 4-5 full premades today and got pub stomped....I am sure it will only get worse as you climb elo...

Over 260 minutes.... Got 3 dodges during champ select and a couple of afk'ers during the first 60 minutes. After that the queue stopped popping completely, will it ever find a game? I kind of want to find out... but I'll cancel it I guess.

So much sarcasm that I couldn't help but upvote.
You're level 27, I doubt many people even know draft exists around that level lol. Less people playing naturally equals longer queue times. That's just my two cents, as most of my queues have taken less than 10 minutes, even if I have people dodge.
I just say fill...and pick what role I want after the fact.

Yeah it took me 3 years.
My biggest problem is that everyone is used to letting the timer run out and allowing the game lock in for you. It makes you dodge if you dont lock in yourself. That'll probably stop being an issue in a day or 2.
If you get off on cheap pixel art...sure ...its way cool....
but if you actually try and find any kind of logic with putting randoms vs premades...you're high af...sire.
