Not really. Neither one reduces True Damage, and Vayne nowadays more so goes for an attack speed based build to maximize her W damage rather than super juicy crits with the bonus of the W damage every third auto.

well while she is getting to her 3rd auto with W on you the armor reduces the physical damage you take, the AS debuff slows her DPS and the passive of ninja tabs reduce the damage by 12%

so YES it is effective vs her.

she has always had her W that hasnt changed.

item 3082 items reduce attack speed, which reduce the procs of true damage.
