Why is Frozen Mallet still in the game?

Quite literally, the only champions who build this item are Yasuo (god knows everyone hates this piece of work already) and ranged champions that end up in top lane like Teemo and Kennen or Kog'Maw coming from the typical ADC role. Yasuo becomes frustratingly difficult to peel whilst he auto-crits you to death whilst the item on ranged champions makes any melee without a gap-closer or mobility absolutely worthless after one auto-attack. For all of the items that have been removed over the years, I'm baffled this 'thing' still exists.

RIP: Atma's Impaler, Deathfire Grasp, Force of Nature, Spellbreaker, Wriggle's Lantern, etc...
