Most of them are created by the 5% of players who actually play and main her. She's mostly weak if you don't play her with On-Hit Damage, like Lich Bane and maybe Ludens. Heck, even I rather play here with 21/9/0 or 21/0/9 instead of 9/0/21 or 0/9/21

And if you use winrates as argument for Sona being too strong or in balance, please remember there are champions who are not in the top ten winrates, but still are extremly toxic or hard to play against.
