Is having a champion able to solo the dragon at level 3 spawn an intended feature?

Pantheon can, and without ungodly snowbally that first buff is this needs to be changed ASAP. He can do it barely losing any HP too.

You can argue that it's stupid, however the very direct counterplay is to ward dragon early. If you simply attack pantheon while hes doing it, he'll take so much damage that he'll die.

IS it healthy? Probably not, but it's counterable.

I miss the days lvl 1 dragon kills on Heimerdinger XD. So far my best solo dragon kill w\o the cheese is Lvl 6 Aatrox .
