The thing that most people forget about is that the supports are generally the reason the ADC gets a kill in the first place. Whether you slowly take their health down as an Enchanter or all in them as an engage tank, the supports are normally the ones who make the first move. Supports aren't CSing, so they can stand there and look for an opening to start a play. Plus, supports normally have the CC, so it's much easier to encourage someone to "go for a kill" if they see the enemy unable to attack.
Additionally, your list shows the difference between a reactive support and proactive support. A Blitzcrank landing a grab shows off more than a Soraka healing you during a fight. If Soraka was just spam healing you while you're at full health, that wouldn't benefit you so she has to wait till you take damage, hence reactive, while Blitz can be proactive and go for Q's that might or might not hit, cause it doesn't really hurt him either way. (Soraka has poke, which she should be using, but we'll ignore that and focus on their big abilities)
The skill involved in Morgana using her shield to stop CC is still skill, but it's reactive skill. If you just place your shield on your ADC when a Blitzcrank is walking at them, he'll just turn and fire at you. You have to wait for that skillshot to appear before using it, which makes you seem passive vs that Blitzcrank using W and flash to try and get a pick.
I had a game as Bard where I managed to catch a Darius mid ult with my ult and not clip my teammate, which let my teammate walk away with 5 bleed stacks and 500 hp. Had I been a Soraka, I probably could've used my ult and saved him just the same, but because there was those few seconds of Darius hanging in the air, golden in his ult animation, it was much more obvious who saved that teammate and the "skill" that went into aiming that skillshot so it only clipped Darius and not my teammate. If you asked me to do it again, I probably couldn't, but I looked like a god that game because of that. The very next Bard game I ulted to get the enemy team on Baron without hitting Baron so that it would reset or my jungler could walk in, smite it, and walk out. My Poppy Jungle used flash and Heroic Charge to gapclose, pushing the enemy jungler forward and out of my ult while trapping her in it, letting the enemy jungler smite it easier and escape with 100 hp. Guess who got blamed for that?
In both cases, I was being proactive with my Bard ults. One paid off big time and made me look great while the other failed due to someone else having a different plan. That's the difference in the two roles. The play makers either go big or fall flat, while enchanters tend to be in this middle ground, where they never really fail unless they just don't do something. No one will say, "Thresh, why didn't you Q, flash, throw lantern, and then Q back. We could've had that kill." But they will say, "Karma, why didn't you shield me from that ult?" or "Soraka, why didn't you heal me?" since it's much easier to critique reactive plays than proactive ones.
