So I'm noticing a trend here at lower-mid elos...

1.) Team 1 gets the slightest of leads 2.) Team 1's members start roaming around in the enemy jungle alone 3.) Turns out team 2 is now deathballing AKA SC2 strats AKA HotS stats, AKA just being huddled in a group for the rest of the game 4.) Team 2 get assists and shutdown gold from each kill and go from a gold deficit to a 5k gold lead in under 2 minutes 5.) Team 2 wins solely because the team they were playing against had morons

I think classifying team 1 members from this description as poorly 'morons' is a gross exaggeration especially when lower elo. It's just bad play that is punishable. It's a strategy thing vs IQ thing. You don't have to be a moron to not play optimally in league. Having a high IQ doesn't instinctively give you access to all things strategy. For instance, not all smart people are great war generals. Not all smart people are good at chess.

You're missing the point.

Just because someone makes a bad play doesn't make them bad nor does it make them a "moron". Even professionals slip up and make bad plays every now and then. Everyone makes mistakes. The only difference between each elo is the amount of mistakes made per game. Did you last hit every minion available to you? Did you trade damage each time the enemy moved up to last hit? Etc.

In this case, the question would be did team 1 have enough vision to contest the enemy jungle? Did team 1 go an optimal route to avoid the most danger? Did team 1 have a clear escape route in mind in case they were approached with danger?

Answering no to any of these questions doesn't make a player bad nor stupid. You can have a 4.0 GPA attending Harvard and still be Bronze. Intelligence does not factor into the player's ability to strategize every given point of League of Legends.

Inexperienced, however, would be a perfect description.

Not making plays =/= making bad plays though

Not making plays is a bad play in itself. You need to play proactively, not reactively. Playing based on what the enemy team does leaves you pushed against a wall. You have to take the initiative.

On top of that, if you look at the second case, I identified three key questions that detail the situation you described, all of which lead to bad plays if the answer is "No".
