Decrit1 votesThe problem with last whisper is not that is not good enough, but that makes worthless the enemy decision... in this way, you make it even more worthless :P
SouL1ess1 votesJust like how one defensive item invalidates an assassin if they don't build the respective percentage penetration item (or Crit, for AD assassins)?

What are you talking about I made it into an actual decision on what you buy and who you attack
Last Whisper in this form becomes ONLY effective against tanks (instead of a MUST OWN item) and makes it that IF you own it, you will feel more compelled TO attack tanks so that you get the most effect from your item.
Kouga1 votesYou could adjust the % with testing, but the idea behind it seems solid. It brings it in line with its intended purpose - to counter champions who are stacking armor specifically rather than just fucking over every champion because armor is a thing that everyone needs.
Talamare1 votesWith the current Last Whisper you REALLY can't balance it
If you reduce the %, Tanks become OP If you increase the %, well its OP enough already it doesn't need to be any stronger
With proposed you have option to control whether you want to be tanks stronger or weaker Then introduce flat armor penetration intended to more properly balance how they want armor penetration to affect none tanks
