You realize all that CDR is still affected by the transcendence rune right?

You still need to get 40% cdr in items first,and im not sure even then that its affected,still,im talking about people getting Varus or Sivir and building ER first item

Oh it is affected. And I think it starts counting in the 80% after that as well last time I played.

the cooldown on trandence is not worth... 20%x0.3ad=6ad... mana is useless too... infinity edge costs only 300 more + gives ya 4dmg more + 125% critdmg passive buy that instead pls...
