League needs a Congress for the just and unjust doings of the people.

Firstly, I would like to start off by saying league if a very fun game and should stay fun, but in my most recent times league has become more of a hassle. It seems that reporting ppl has turned into a business that is not over looked at all. League has a hell called the tribunal, and it seems as if it is empty. Since league is now and has been for quite some time a professional sport we should consider expanding what I call "congress" to weed out those who do not wish abide by the summoners code. I truly believe we as a community should stand up and say enough is enough. There have been too many afkers, ppl playing due top at the lvl 30 stages, and absolute craziness over the maps in ranked. Too many ppl are failing to communicate with there team about which position they want to play and far too many times no one really ends up where they want to be. I think it's time for a more strict punishing system in league so that those who want to play competitive league in the realm of ranked can at a professional civilized standing. I think for one who wants to enter the ranked community not only play provisional's of ten games, but also be monitored on there behavior, ability to communicate with there team, and overall sportsman like conduct. Can one work with the other to succeed in the ranked community? Just like one takes the University entrance exams to get accepted into college we too as a league community should have some form of standard one should meet before entering the ranked community in league of legends. I know what most ppl would say this is overboard with an idea. It seems ppl are not ready for change, but in my opinion it seems that change might actually bring about a more profound behavior set and conduct style to those who are serious enough but at the same time still having fun with there peers. I would like to know what ppl think of this idea or even tweaking it to be more fair than what I perhaps am thinking. I don't think ranked league should be opened to everyone who wishes. I mean if one can meet simple requirements such as well behavior, good team communication, playing the role you picked up well, a good amount of seriousness but still being able to have fun, etc. I think one should find that league would be a more enjoyable place to come to, to relieve stress. In my recent experience league has become a one man show and if that one man fails everyone fails. There are good ppl in league don't get me wrong but very few that you come across. We need a "congress" who is willing to do justice for the just and the unjust.

Secondly, it seems that the provisional's one plays are not graded accordingly. If one wins 6 out of the 10 provisional's they are ranked bronze in some cases, and others who's outcomes are similar are ranked much higher. When I play normals with ppl who are ranked higher than I, I come to find the game is at my level. Even then it is uneven. This is why I am proposing my statement above.

Lastly, There are some who dislike ppl like me who speak to mean well. I do ask that who ever reads this to take it to heart that I am writing to suggest something to make league a more pleasurable game. If you simply disagree tell me why without raging, vulgarity, or any means to degrade any one. This game used to be fun for me and is no longer I am on the verge of leaving for a while.
