Who decided Camille needed steraks as a passive?

Steraks is a conditional 30% shield yet Camille gets a 20% shield with the excuse that it's to only one type of damage. Vi shield is 10% as a long CD passive, Skarner has 10% at MAX rank with far less mobility. Why does Camille get an absurd shield from the beginning of the game? Who actually designed this champ? LMAO.

Camille's shield is conditional based on the damage type of the enemy.

Vi's shield is 10% of her max HP, and it blocks any kind of damage. it's CD is 16-8s depending on her level. Camille's is 20-10s depending on her level.

Skarner's shield is base 10% of his HP, with 80% of his AP. So his shield can potentially be stronger.
