Why does Cho'gath, a gapcloseless champ, have cast times on nearly all his abilities with long CD?

Just played Cho because I wanted to test his viability in the current meta and LOL the title says it all. I want to see somebody try to explain why he has all these gates of CD, mana and cast times when he is immobile as can be. And before you say it's because he has true damage and CC i'd like to direct you to Camille and Darius.

Because he's due for a complete rework.

Honestly he's a better Mid than anything, and even then he still feels terrible to play, especially with the W change that means any champion with mobility completely shits on him.

Because his abilities are all OP and their radius increases with his Size? he has an AoE high damage Knock up with a potent slow after the fact, an AoE silence and a single target AP scaling True Damage nuke on a fairly low CD obviously!

well back in the day with his old silence and how he scaled with AP and the amount of damage his abilities could do... to gate that and not make it oppressive before league of mobility ... it was kinda necessary but now he is just trash.... i dont see any reason to pick him at all ... and i use to be a cho fan
