I need help against VIktor

Besides: pick zed/fizz/leblanc. Out of all the mid champs, I find this champion to be the absolute most frustrating one. Sure yasuo is ridiculous, zed is hard to lane against, leblanc you have to be careful. But Viktor? E E E E E E E E E E E E E. It's the most obnoxious lane. He just e's the wave, then e's you as you try to keep up with his push. I'm trying to find a way to beat him. But it seems you can't sit and farm, because he'll poke you. You can't fight him, because he'll resort to just e'ing the wave to oblivion. I just want to know general tips to beat him, because I'm sick of his low risk, high reward playstyle tilting me when I see him once in a blue moon.

~~Play Viktor~~ After he E's said wave you can drop your combos on him then back off. Bit harder after he gets to one shotting the wave point. Try calling in some jg ganks really. His lane is oppressive but he really can't do much to someone farming under turret unless your jgler is visible on the map, in which case you can at least know pressure is being applied elsewhere.

A bit thing to note is that he can't ever really freeze while threatening you. So sit back and let him push into you. Also learn how to farm under turret.

So long as he isn't fed Viktor is pretty middle of the pack in terms of late game mages due to hit semi-long cds in comparison to his range category of mages.
