Why are the original owners of these skins not getting a special border or something like riot did for the championship riven re-release, and they're doing for pax sivir?

Because (from what I know) Grey Warwick and Medieval Twitch were never re-released. The special borders are only there for distinction between the originals and the remakes.

They were essentially re-released being that they were unobtainable from the end of the RAF program until the honor rework

They were just only available through specific means, their availability has just been swapped to another method. The re-release of championship riven was a completely different situation where it wasn't ever going to be available again.
