Rumble and Sustain?

This almost seems like the sustain meta for top lane. With that said, maybe it would be possible to buff Rumble a tiny bit, so he can heal off his Q, or have some sort of weaker HP regen passive like Garen. Perhaps 25 or 50% of the damage he deals. Since he only deals 50% damage to minions, I thought this might be a fair number, effectively healing from just 25% of the damage to minions. It'll give Rumble a little bit more breathing room in the top lane, and I bet there are quite a few ex-Rumble players who would love to pick him back up as a decent champion.
