Can't you do something about Gnar?

Why is a champion allowed to build full tank, while also dealing damage and at the same time be a great teamfighter? If you get hit by a Q once you have 2 options: you either run away and get hit by another one because you can't dodge his second Q while you are still slowed by the first one or you could try to fight him. If you try fighting him you must be prepared to lose 14% of your health every 3 autos because tanks should have % health damage on basic attacks. If somehow you manage to deal more damage than him, he'll just use his hop and proceed to perma kite you again. You may think that fighting him in his MEGA form is better. But of course Riot had to give him increased armor, magic resistance and base AD while in MEGA form. And his skills scale with total AD so he doesn't need to build actual damage items to deal serious damage. "But his abilities are skillshots, you can dodge them".
