Tenacity is useless
There are so many knockups, knockdowns and knockbacks in the game that buying tenacity feels useless. If I buy Mercury's treads I buy them for the magic resist not for the tenacity because it doesn't make any difference.

Tenacity is super useful against

When you play a champion with a kit centered around cc, you get used to your cc lasting a certain amount of time and play around it, knowing how much time you can expect to reposition/get off your kit. If someone buys tenacity, it messes with your judgement, making it harder to make decisions about using abilities and picking fights.
And the longest lasting airborne effects are usually paired with stuns (
), making the majority of the cc effect reduced by tenacity.
It's only against long-distance knockbacks/pulls or chain slows that tenacity is truly useless. It won't save you from sitting in the enemy team and being comboed, but it will make it easier for you to avoid getting caught there in the first place.

I do agree there are a lot of knockups that can't be reduced by tenacity but there are so much more CC that can be reduced by it. I think it's very useful especially in small skirmishes where there aren't a storm of spells flying everywhere and CC is stacked on you like a Triple Whopper from Burger king.
The reason why tenacity doesn't seem very useful is because of the high damage output this game has and the fact that people get melted whatever role they play. People just die too quickly for tenacity to see some light. This is most common in teamfights. But like I said before, in smaller fights where CC is more easily detectable and against certain champions who are dependent on their CC to do shit, you will be surprised how much tenacity can turn a fight around.
This is just one example, but just take a look at Garen. Tenacity is extremely valuable for this champion because he is a tank who doesn't have a good engage. His W, Merc Treads, Legend: tenacity rune, and the unflinching rune, greatly increases his chance of a successful engage. Again, this is just one example. There are countless examples and situations where Tenacity is so valuable.
Lastly as an Lux & Ashe main,** I hate hate hate hate hate seeing Merc treads**. LMAO an ashe ult at melee range literally stops a merc tread garen (who took Legends: tenacity) for a quarter of a second when he flashes (procs unflinching) with W Q active.

Tenacity should get a buff, or have some sort of system in place where you get diminishing returns on the CC effectiveness when you chain CC in a short period of time on a single target.
I buy them specifically for CC that it can reduce. That's the point of buying them. If you're buying them for displacements, for whatever reason, that's your own fault. There's plenty of hard CC that tenacity is useful against.
I agree with this. I've tried to see if tenacity rune builds do anything, but it seems like wasted rune slots to me. If there was a way to actually visualize how tenacity is actively helping you, it might make a difference, but at current, it seems like a vestigial stat.
Tenacity doesn't really function as a general purpose anti CC stat anymore, too much CC that gets around it is around for that. Not that there ever wasn't some CC that got around tenacity, but I feel like we've passed the tipping point in the availability of tenacity immune CC and can no longer really consider tenacity a general defensive stat.
It does still work as a counterbuilding option against certain champs, placing it in a similar category to grievous wounds. Only situational usefulness, but potentially very useful when called for. It's not a perfect comparison but it's the closest equivalent I can think of offhand.
God forbid riot actually code knockups correctly and thoroughly. They won't fix this because of the sheer work that it would require. (Despite being incredibly important.) They are one of the strongest CC's available due to their long and impossible to shorten length. It needs to change.

Give Tenacity a 50% of value chance of ignoring knock-back and knock-ups. Or full value because a lot of people are tired of not being able to do anything against them.
I kinda Miss Irelia's old passive. getting 60%+ reduction to most CC was impactful. This was when it was based on number of enemies and not being outnumbered.
Play against Morgana and say that again.

Perhaps tenacity should be something like (slows are 50% less effective). That way you buy it as a specific counter to slows? However slows aren't that great in the first place so maybe the whole stat needs deletion.
Tenacity isnt useless. Its just not applicable to knock-ups, which feels bad since there are SO MANY KNOCKUPS in the game now. Also, if you are a champ that isnt a tank, tenacity feels bad since even with the tenacity, you will probably die before the CC duration ends.
But tenacity is great for tanks/bruisers if the enemy team has a number of magic dealing champs with long CC duration skill, aka

It can feel useless when there's more than one form of CC. Or a Morganna bind. No matter how much tenacity I have, it always feels like it lasts four score and seven years. And a half.

I wish CC didn't linger like knock ups. You get knocked up by like a naut ult, and you are sitting there on the ground for a good bit with knock up on your screen and unable to move.
The only real CC that it good vs is stuns.
Slows are so common and are refreshed so much it has basically no effect on it.
if you look at LCS, almost all of the champion picks have a knockup/knockback in some sense. If they don't then they offer some other sort of utility like
ult,
ult,
unholy funnel bs,
grevious wounds doesn't work well enough bs,
cuz of her burst damage,
cuz of his "orianna-malphite" playstyle, and
because she does zoe things with zoe damage. These are almost all dps champions too, practically every other role is just a knockup bot.
