Could the really Toxic/Intentional Feeder/ players be put in their own type of games? (Ranked/Norms)

Hi! Is there any chance that the people that troll and give up instantly and the people that feed to troll have their own type of low priority type games? The reason I bring this up is because I know when I play games or when other people play that there's that 1-2 people that just troll or feed and throw a winnable game because they are mad. I don't think it's right for the people that don't troll/Feed just to be a jerk in game, it's not really fair how they can kinda control the game by simply making it a 4 v 5 or a 3 v 5 just cause they can't be mature or think about what might happen if they didn't troll. I hear people say it's a part of** "Climbing the ladder!" but, honestly I understand that but it shouldn't be a barrier of winning or loosing games cause then it's not a fair game/fun for the team. There's been times where I've just sat there and wonder if the person I reported got banned or a warning for their actions in game for flat out feeding cause they are mad or troll. The other thing I don't understand if they're that type of person that trolls hard and etc, why don't they have low priority games like the AFK's do now? People that do this shouldn't be playing games with people that want to try and have fun if they just want to act like a jerk and feed in ranked or troll cause they get mad very easy and give up for no real reason. I would just love to see people that go troll/feed intentionally go to a queue** where they deserve to play with people that do the same. It's not really fair for the people that try to keep the team going/trying to stay in the game because they know they can win and try but the person that feeds on purpose and trolls shouldn't be a factor for ruining the team and not having anything being really be done since they'll just queue up again and possibly do the same thing again. I remember my friend said he was really really toxic for a while and only got banned for 1 day, for being very toxic and that not much changed still cause they said they still act the same and nothing really happens. Riot could you possibly add a low priority queue for the trolls that way they wouldn't be in the way of having fun?
