Is Nocturne the worst champ in the current meta?

Hes nonexistent late game but he can be a good duelist 1v1. His early is good because he clears fast and has a insane ganking ult to easily dominate mid game. Tons of champs outscale him and do his assassin job better. He just gets one shotted and dosent keep up with all this mobility in the game. He doesn't do his dmg fast enough like how other assassins do. Unlike most assassins he aa based but he still makes use of his abilities. I find him fun and used to play him alot but i stopped.

I feel like he used to be okay 1v1, but that was clearly dependent on the exp lead that the jungle provided(Which it doesn't provide anymore). There are very few champions(a handful of bad champs) he can duel without a exp advantage. But still, those few champions can still just counterplay him by not isolating themselves.

Hes like an assassin, but he doesn't deal enough damage or have enough mobility/slipperiness/stickyness. EVEN tho his ult is the most depedent, and longest CD ult of every assassin in the game, its still terrible. You can even juke its damage with ANY dash timed right, theres even a movespeed breakpoint where just being in motion will juke Paranoias damage, as if there wasn't a million ways to already hard counter it in the first place.

Im aware he is weaker than pure assassins because his kit is flexible and he isn't limited to being an assassin. He can be a assassin, tank buster, bruiser, hell even a tank, but the problem is he's like a low D tier in every playstyle. A bad jack of all trades.

His early game used to be decently strong because of jungle exp leads- that strong early game no longer exists. His nonexistent late game used to be justified by this. But now his nonexistent late game isn't justified by anything. Now he's just nonexistent for the entire game, unless you get that extremely rare case where he is actually a good pick. The odds are dam low for that happening.
