Turns out that a rune that basically grants free gold/items on auto attacks isn’t balancable.
It might as well be renamed the Gangplank and Ezreal rune now because it’s been nerfed so much that only its absolute best users take it now.
Bonus points:
its only 2 remaining users are champions who have the ability to circumvent it’s required conditions.

also generally if you know you aren't going to be winning lane you can go klepto + resolve tree and survive an otherwise unwinnable lane.
