Remember when Pantheon got his legendary skin, and also got huge nerfs in the same patch? They said that working on new skins makes them notice the champ more, and end up seeing bugs, or the fact that they might need tuning (nerfs or buffs).
It makes sense as everyone on the team is talking about the champ, playing them to test out the skin, and they'll start to notice more things or get gameplay/balance ideas.
The Sejuani changes have been on the table for a while now, though.

These skins were probably in development before they even considered balance changes for the champs.
I'd guess these skins have probably been in development since mid season.
Well i still think this is what riot does, but this case is different. Sejuani was only picked cause its year of the pig, and sej and tahm are the only "pig" characters. Vayne is here because shes this patchs money pig with her prestige skin and obnoxiously unnecessary buff for "identity" lol
- Many adcs got buffed not just Vayne
- You know skins are in development for months right? If they really were buffing just to sell skins they'd buff the champs WAY before release to get people playing them, THEN release the skin.

I'm just surprised that Vayne is getting ANOTHER fucking skin. She got a Hextech skin AND a legendary skin and yet it seems like ADC champs still need more skins, especially Vayne, who is extremely popular.
Oh hey, a serious themed Tahm skin, too bad I haven't played him in months since the W nerf...
