Is the biggest reason of kayle being melee range before lv 11, Top laners?

Because they hate getting bullied in lane? So to make it fair for them you guys made kayle melee range before lv 11? Really? What's next Teemo melee range before lv 11? Kennen Melee range before lv 11?

What was the concept behind it? Top laners whining? Is that the biggest reason why Kayle is melee range? Because you guys had Hashinshin in the studio at some point? I just want to know why? Because gameplay wise, I think its stupid that a champion has to have restriction because of a class(bruisers) that can't adapt to other classes.

Like LS said, she might not be able to go top or mid because of that issue. She might be a jungler. Because she doesn't have high base armor or magic resist. and the lack of AP bruiser itemization.

The answer to your question is probably no. It was most likely done to keep old Kayle's theme of being melee and developing to range. If you really want to know, ask riot August via Twitter.

Yeah agreed, I think they expanded on the thematic and made it more interesting tbh. Before she was just a E spambot

Making Kayle's early game weaker allowed them to shift power into an even stronger late game.

It's definitely really clunky to play in the early game though. Even something like Nasus feels decent to play in the early game and ramps up around after his first or second back. In contrast, Kayle feels clunky for like half the game. So I definitely see where you're frustrated. But you're not communicating that in a very productive way.

Maybe it was stupid that Kayle used to be a melee champ with a skill that made her ranged for 100% of the time after 15% cdr?

Maybe it was a stale 2009 (or maybe even 2008) design with totally different needs in mind? With a totally different role to fill?

When a champion does hypercarry damage late game they can't also be a mega bully in the laning phase. Since Riot wanted to keep her as a hypercarry, they had to reduce her early game strength. However I do think that Kayle currently on the PBE has way too high mana costs to ever survive the laning phase, let alone win it.

I think she might work better in mid lane, considering her base MR is 34.

Most likely it is at least part of the reason. However, it is most definitely not the entire reason, because as you can see, ranged champions still exist.
