@RIOT My Objective Opinion on the Veigar changes

First off I love pretty much every rework so far , they all look solid and fair while also solving all the problems they were intended to solve. Congrats RITO! Now on to the little guy: I'm fond of the new Passive both thematically and gamplay wise. It makes Veigar more than just a Q farm bot now and he is gonna want to actually trade in lane now. Also his old Passive was indeed a big excuse for his super high mana costs, and I'm glad it's gone; I'm intrigued though as to why you decreased his mana costs by so little. Live Veigar's full Combo (E,W,Q) takes up half his mana , and If Veigar is gonna wanna look for Q poke to get stacks of his passive , he is going to drain his mana rapidly. I don't think 20, 10 and 10 less mana on his q,w,e respectively is going to make up for the loss of his passive. One last thing ;As much as I will miss nuking AP threats like a kat who just jumped in : BOOM ULT=> DEAD ( one shot) , I have to admit it wasn't healthy and it needed to go.

BUT since you removed the enemy AP ratio, i think that the numbers are very low... hear me out: Live Veigar wants to use his ult on an AP target to make the most of it, and potentially remove them from the fight. IF there are no AP threats he is going to want to use it on another carry , possibly an AD carry, but it won't one shot them and they are very hard to reach. So you probably are going to use it on a big frontline threat to burst them down quickly. But Mr cuts the dmg in half so he is not going to make much use of it. in general veigar is very weak if there are no AP threats for him to nuke.

So, what you are doing now is making his Ulti not only no longer have enemy AP ratio, but also do less damage straight up? His ultimate will be worthless then, aside from finishing off someone caught in your cage , WHO IS NOT A TANK. you really need to look at his Ulti numbers, the number you have for below 33% HP are far too low to make his ulti meaningful in any other way aside from a conditional execute ( conditions from enemy MR) That's all thanks for those great reworks !

It's important to note that Veigar has much higher AP than his lane opponent (and even more so with the passive changes), so the enemy AP ratio isn't as impactful as you might think. Lategame, an Orianna might have about 600 AP; the 80% enemy AP ratio gave in the neighborhood of 480 damage. If you land your combo, Veigar's ult will gain 250 base damage and about 500 ratio damage, depending on how you farmed. Just walking up and ulting someone isn't something he can (or should) do. He gains effectivenss against ALL targets, assuming that your Veigar play isn't restricted to flash-ulting that poor Orianna.

I agree with what u r saying, especially with the part where Veigar's ult is now actually valuable in laning phase, but i think the numbers are low in the lategame . Also you should never flash ult someone with veigar, that's just dumb in fights. I said I loved when that kat goes in becuase she saw some CC being used and some HP bars getting low, and I just nuke her. ( same when leblanc uses W , akali goes in, or even when Annie dares to flash tibbers. I'll miss that. I understand it was unhealthy. (Even tho kat or leblanc can nuke veigar just as fast)

Honestly, I rarely ever delete someone with my ult. You really only ever needed the EWQ combo, and you can delete most everything. I'm actually worried that Veigar (my main) will be banned every so often because of the sheer amount of AP he can generate in game. Honestly, I feel that the relatively high mana costs and the lowered power of the ult makes sense. If he were to retain the same amount of damage in his ult, there would've been no reason to change it, and the mana costs just serve as item objectives for players.

I dunno I feel like he is going to come up pretty weak out of all the mages with this update. Honestly All i wanna see is lowered mana costs ( don't forget the new mana changes in the mage update) and better damage on his ultimate when target is low.

Out of everything that happening (including the change to Veigar), I'm most worried about the item changes. Had mana regen not been removed in most items, I would've been fine with keeping the mana costs as they were (only two faerie charms can satisfy most mages during the first 6 levels).
