Can we please make Rengar's leap out of stealth a skillshot?
Should actually give the fucker some sort of skill floor.

Nah, dudes only identity already is "jump on a squishy and kill then die". The skill floor comes from utilising bushes correctly.
My biggest issue is that it's an auto attack that you cannot dodge. You can't flash it you can't spell shield it and he sure as fuck can't miss it.
How exactly do you plan to make that happen?
His leap is coded into his movement when he is in a bush. Short of removing that and maybe replacing his E with the leap (which some people would disagree with as that is Rengar's only means of chase/escape often) I can't see any way for them to tweak it that "When he is in a bush, you must aim your leap."
