Does anyone think that Glacial Augment Active Slows need a little tuning down?

##Any active grants a 5 Second 60% Slow, with a Freeze Ray size of 600 Units for any Champion who has an Active Item and Glacial Augment.

Or at the very least make the Active Slow scale with Level, the same as for Basic Attacks.
