remove AS buff from jinx her passive and add a meaningful cooldown to her Q

1st of all jinx already get allot of free attackspeed in her minigun form she does not need more of it, her passive is already powerfull enough as it is.

and second of all, add a meaningful cooldown to her Q, make her commit, now she switches to rocket, shoots at you and switches back within the second so that she can still last hit minions without aoe'ing them down to push the lane, have a window of opportunity to counter harras her when she switches back to minigun as opposed to now where she switches back and within the second can switch again.
