Tracker's Knife got an indirect nerf with smite buffs removed. Can we get a 3rd ward charge now?

It used to be using smite on players or on raptors/wolves was a strategic choice between a combat advantage or a vision advantage. With smite buffs removed, it's now obviously better to use smite on players. Which means the jungle item that doesn't smite players is now relatively weaker than its brethren. I think a 3rd ward charge would help even out the imbalance brought in by the removal of smite buffs.
