Did they remove tier skipping?

I am at 92% winrate, started as low as bronze 2, won almost all my games, got silver 4 because half of them i got offrole or filled, hit promos, win 2 lose 1 move on, and i get silver 3,

how did i not skip a tier? I am winning almost 100% of my games, if taking MMR out resulted in this, Riot truly wants to ruin this game by creating a forced smurfing situation where people who play late in the season have to play a minimum of 10-12 more games in low elo where they may not belong per tier from bronze to silver, silver to gold, gold to plat etc

i'm obviously not master tier or anything, but why make me play in an area i shouldn't be in even longer? i'm just throwing off the balance of games insanely and feeling like i'm going nowhere fast having to play so many more games just to get alt accounts to gold 5 for rewards
