Galio - Why doesn't Bulwark heal the ally it's attached to?

I've never really seen Galio as a support. He doesn't really fit the criteria to be a support.
He can be an Anti-Mage nightmare and a very good tank, but not a support.
They probably want to boost him slowly. Though it seems that Riot aren't entirely sure what they want Galio to be. Whether it be a full mage, a tanky MR stacking mage, or a support. They kept changing it. I'm also quite sure that the reason they don't want to add it, is that they might think it would be too powerful for him (maybe even Overpowered) to be able to zone off the enemy ADC in lane just by using your W on them (Though it works similarly to just normal shields down there for the most part).
galios wind needs to be wider so his team mates can make use of it, not saying for the damage portion but just the speed up portion. and maybe a faster animation on his Q, but then the slow would make it too good of a skill and the skill would need to be further tweaked.

I thought Rito mase it clear after the (quite fucking unnecessary) Karma rework they weren't having any of that nonsense.
Generally, the issue with things like that is that it hurts the opponent's options. Either you attack the target with Bulwark, in which case you're not only doing less damage because of the armor/mr boost but also healing them, reducing the damage you're doing even further. Or you attack a different target, which isn't ideal if the Bulwarked ally is the ADC or a fed APC. It feels like a lose/lose, and no one really likes being put in that situation.
I really wanted that too!!!!
He will actually be a really good support if his bulwark can heal the ally he gives sheild for.
Any other thoughts? :O
