Runic Armor vs veteran's Scars on Nautilus

Its not a big deal I know, but I've noticed all of the higher elo nautilus players go runic armor over Veteran's Scars on Nautilus.

What exactly makes Runic Armor so good on him? I always used veteran's Scars.

I know he has his shield and it sounds obvious, but 8% of his shield at lv 1 which is like 130-150, is like 10-15 extra shield, vs the 50 extra health at level 1 which also increases the shield at level 1 by (9% of 50) 4 or 5.

I know Runic Armor also increase regeneration and healing which can be useful in lane I guess just slightly, and lifesteal on nautilus is pointless. I just want to try to clear out why would anyone go one over the other.

Runic Armor has relevance in the entire game, though it is weakest at the start. Veteran's Scars is good at the beginning of the game - but that's it. Veteran's Scars is just sub-par because 50HP is irrelevant after like level 3, whereas Runic Armor's 8% Shield and Heal boost only gets better as the game progresses and you get more items and level up your abilities.
