Huge Ping Spikes and FPS Droppage in LoL only?

When I got my laptop a mere 3 weeks ago, my LoL was at 120 fps with 60-80 ping. Now It struggles to get above 30 fps and is at a constant 90 ping with spikes every 3 seconds of up to 400. I've tested other games and browsers and the ping is just fine. Any suggestions or fixes? {{summoner:33}}
