Then why not have Maw's spellshield scale off of health or your MR? Fighters (you could argue tanks, but the only tank to build this would be Poppy. Sion wouldn't want it) typically build some defensive stats, more than assassins anyway. So giving it a scaling shield could prevent heavy abuse of it in midlane.
