Another small sunfire nerf compensatory buff for Sion, please

There was a bug fixed a few patches back where it turned out that tapping Q was giving full range instead of growing the range. Would it be possible to give him that behavior as the default? The damage ramp-up was not, to my knowledge, affected. It would be a nice buff that helps him out somewhat without making him unbearable.
