Shyvana's W does bonus damage to jungle camps, why can't Sejuani have it too?

At the time, Shyvanas bonus W damage to monsters was added as a bandaid to give her a spot in the jungle without giving her straight power. Sej has been a jungler all along and balanced accordingly. And she's intended to have a fairly slow clear; that's the trade off you make for scaling so well and having so much CC. Shyvana on the other hand is entirely reliant on farming extremely quickly and ending the game before she falls off since her utility is extremely lacklustre for a jungler. She's entirely reliant on building a gold lead and ramming it down peoples throat before she gets outscaled by more useful champions.

Yes but if she gets buffed regularly than just about camps she will be back being the 70% ban rate.
