Ashe's E (Hawkshot) ...
Why would anyone rank Ashe's E past 1 until you have no other option? As generally squishy as Ashe is, I absolutely understand how important it is to use her E (Hawkshot) for vision in order to be safe, also as a scouting tool for objectives and to find potential snipes with her Ultimate. Even with this in mind, gaining ranks grant a lower cooldown, but at max rank 50 seconds is still a long time. Even with 40% CDR you're at 30 seconds. You gain vision of the target location for 2 seconds, not long at all. I am very glad that the range has been increased to global, so in my opinion the most efficient use of this skill is to aim across as many objectives as possible and look for any enemies who happen to be in that area during the flyby in the mini map. .. but to me, this really isn't enough.
Here are my ideas...
My first idea is probably pretty obvious by now. Drastically decrease the cooldown! I think it would be worth putting ranks into this skill if it could allow her to keep near constant vision, or at about 10 seconds with 40% CDR. (For those of you who bad at math, a max rank cooldown of 16 seconds + 40% CDR is 9.6 seconds.) There is a static cooldown of 5 seconds per Hawkshot, so she could build to cast this ability all the time. Again, this sounds worth it to me because you would then be sacrificing early damage for safety. I would even be willing to give back the global range for this. Another idea that would lead to the same thing would be to allow for more charges.
So those are the kind of changes that I think would be more likely to happen. I also have some ideas that I really wish would happen, but unfortunately doubt will.
I still think that decreasing the cooldown is important, but maybe my previous idea is .. ambitious, so why not give the active more utility. Hawkshot is clearly not a damage ability, and I don't think it should become one. Earlier I mentioned how adding ranks to this ability would sacrifice damage for safety, so how about granting a burst of movement speed upon cast. Like most abilities this should have a base stat as well as a scaling based on her stats. AD Ashe will likely still go for maxing Q and/or W. She tends to use these skills in combination with her passive to poke/kite until she reaches her power spike and then chases to kill. (Last time I'm going to say this, Damage vs. Safety) AP Ashe does not have the damage to do this unless she has her Ult, and even then she has to be in good position and it's difficult to follow up without teammates. So lets have a very low base stat and additional percent that scales on how much AP she has. For Example: 3/4/6/8/10% + 10% per 100 AP or 1% per 10AP movement speed for 5 seconds after cast. This would give minimal movement speed for AD, providing little addition to her chase/kite ability, but giving AP Ashe the ability to escape or reposition in order to make better use of her Ultimate.
I personally feel this would be a great addition to Ashe's kit, and could even make AP Ashe more viable without becoming over powered.
... Edit ...
Adding this because I posted it in a comment, but I want to be sure it's a part of the main post. I also wanted to clarify that I wouldn't expect that the movement speed buff would have as much of a decrease in the cooldown. I think for this at max rank should be at about 30 seconds before CDR (18 seconds at 40% CDR). With two charges on a 5 second static cooldown she could be fairly mobile.
500 AP would give you a 5 second boost of 60% movement speed every 9 seconds.
.... Also, to limit her use of this speed boost, the buff could only activate when Hawkshot is cast with 5 stacks of her Focus, and will consume the 5 stacks. Stacks will not accumulate while either buff (Full Stack Ranger Focus and Full Stack Hawkshot) is active. This would mean that Hawkshot would still be available for vision but the movement speed buff would not be available as much without first accumulating stacks. Also would continue to make the player chose if they want to focus on the 'machine gun' or 'ranger/sniper' play style at any time.
