@Meddler Is Vladimir balanced now?

I was wondering what's Riot take on the current balance state of Vladimir. He has the 2nd lowest win rate in top lane and the 4th lowest win rate in mid lane (basically, only Ryze and Azir are doing worse than him), but I know that it's not all about win rates.

Riot destroyed his kit.He is new Azir.Low win rate but high ban rate.
