Why is Katarina allowed to have a safe laning phase and not require much gold to be effective?

Isn't that inherently toxic? Maybe not OP but it means there's no counter play in shutting her down.

is similar in that he can be effective without much gold but he is very susceptible to ganks and has a resource to manage. Meanwhile Katarina has a safe laning phase with point and click harass, a long range dash in case the jungler comes and since she's resourceless you can never capitalize on a "bad player" not managing their resources.

What about the likes of who don't have Katarina's retarded damage, who need items to actually be useful, mana issues and are susceptible to ganks?

I think her Shunpo needs a longer CD. It easier to gank a fucking then Katarina because it costs 130 mana.

And before you comment on "just CC her" her winrate in Diamond is usually in the 52-54% range so even higher ELO players struggle.

Janna's win rate is also in the 52-54% range. That doesn't mean her counters aren't effective lol. Kat has the most easily countered kit in the entire game.

Personally her hardest counter is lulu I believe but unless u annihilate her she can come back and the second she comes back u wont have time to cc her.

Actually, Katarina's hardest counter is Cho'Gath.

Lulu is squishy and has no sustain, which are two things that Katarina can take advantage of. Meanwhile, Cho'Gath has both health AND mana sustain, is tanky, and has a lot more damage than Lulu. He can definitively deal better with Kat.

This is not to say that Lulu isn't a counter, but in terms of countering, Cho'Gath is more effective.

Also Cho has two forms of CC that disrupt Kat (and neither is an ult). I remember when I was still playing against bots, Cho was the one I hated going against most as Kat

Easiest way to counter kat is build some early MR and coordinate with your jungler. Her damage output is weak pre 6. In teamfights just make sure you save at least 1 cc as a team for kat. Once you interrupt her ult its pretty much 5v4.

Kat also needs a target to hop to, fizz does not. Unless you always have as ward on you which post 9 i have upgraded trinket on her, let alone sometimes use my trinket 4 escapes only. Kat also has to choose weather to Q farm or harass. I'm not declaring it isn't strong or anything. She also does need at least one or two items to be effective solo style cause when behind it takes her a good teamfight or a few easy kills to come back but isn't that most assassins?
