Since this is put in gameplay instead of memes & games i assume you want a legit answer to the question. Riot has already stated previously (can't remember where/ when exactly) that it was a placeholder excuse. They are fully aware that the same excuse can be plastered on other champs but they're just rolling with it.

She can't buy boots because of her passive, because if she had both, she would be able to have 515 ms at level 18 with her passive and boots item 3117 alone, let alone items like item 3100 , which could elevate it to even more extreme levels. If that restriction didn't exist, then she would altogether be too fast, so Riot probably put that there as a 'real-world' excuse.

She can't buy boots because there was a joke that Cass shouldn't be able to wear boots because she's a snake. Obviously, similar champs like Nami shouldn't be able to wear boots either, but the joke focused almost primarily on Cass.

Someone at Riot thought it was funny and made it real, making it an Ascended Meme.
