Because Resolve and Inspiration are the defensive trees.
I think the precision tree isn't garbage, but it's garbage on like everything that isn't adc. Press the attack is good on certain champs top (like jax) but a lot of top laners are going that keystone since it's the least bad option. Pretty much all the precision keystone are focused on adcs, and like none of them are really good on split pushers.
Thunderlords was minorly changed. Stormraider's however was changed to be a 3 hit proc on spells/autos rather than doing 30% of max HP in damage to proc it.
