The Mastery "Oppression" Clarification

"Reduces damage taken by 2% that have impaired movements(Slows, snares, taunts, ects.)"

Is the damage reduced from the CC itself eg Ryze's Rune Prison. Or is all damage they do reduced by 2% because they have CC?
