Even during cinderhulk he was relevant. Maybe he wasn't as good as the other tanks, but he didn't fall off the face of the earth like the other junglers who weren't good with cinderhulk. He's so versatile due to his overloaded kit that he can fit into basically any team comp.
There is no jungler in the game that is as versatile as lee sin with his combination of range, mobility, innate sustain, energy as a resource (instead of mana), high base damage and high ability ratios.
